BPP DN Scholarship

 Definition

Higher education institutions have a strategic role and function in fulfilling the mandate of Law Number 20 of 2003 concerning the National Education System and Law Number 12 of 2005 concerning Teachers and Lecturers.
The government, through the Directorate General of Higher Education (Dikti), continues to strive to improve lecturer qualifications by providing scholarships. In 2011, Dikti allocated postgraduate education scholarships (BPPS) for 6,000 lecturers. This allocation includes the allocation for postgraduate programs hosting BPPS and the allocation for the universities/coordinating ministries of higher learning that own the lecturers.

Goals and Objectives of BPPDN

 Purpose

 To realize the vision and mission of the Directorate of Human Resources, Directorate General of Higher Education, by providing scholarships to lecturers pursuing postgraduate education, both Master's (S2) and Doctoral (S3) degrees, in postgraduate programs managed by higher education institutions within the Ministry of National Education of the Republic of Indonesia.

 Target

  • Improving the quality of higher education by providing scholarships to lecturers pursuing master's (S2) and/or doctoral (S3) degrees, enabling them to produce graduates with the intellectual capacity to become responsible citizens and contribute to enhancing national competitiveness, as mandated by Law Number 20 of 2003 on the National Education System and outlined in the Higher Education Long Term Strategy (HELTS) 2003-2010.
  • The increasing quantity of university lecturers with master's (S2) and/or doctoral (S3) academic qualifications, in accordance with the mandate of Article 46 Paragraph 2 of Law Number 14 of 2005 concerning Teachers and Lecturers.

 BPPDN Requirements

 University lecturers within the Ministry of National Education (Kemendiknas). In limited quantities (BPPDN) it is also provided for university lecturers within the Department of Religion (UIN, IAIN or STAIN) who are Civil Servants (PNS) for non-religious fields of study.

What is meant by a lecturer within the Ministry of National Education is:

  • Permanent civil servant lecturers at higher education institutions organized by the Government
  • civil servant employees who are employed in colleges organized by foundations or private colleges (PNS DPK);
  • permanent civil servant lecturers (PNS) and permanent lecturers from state higher education institutions that already have the status of State-Owned Legal Entities (BHMN); and
  • permanent faculty of private universities with the following provisions
    – Permanent lecturers appointed by the Foundation Chairman or private universities within the Ministry of National Education,
    – Already have a Foundation Employee Identification Number (NIK),
    Not a civil servant (PNS)
    – Must have an academic position of lecturer with at least the rank of Assistant Expert, evidenced by a legal proposal and approval from the leadership of the participant's home higher education institution and the Coordinator of Private Higher Education (Kopertis) for the region where the lecturer originates.

Lecturers who are civil servants (PNS) must fulfill the study assignment requirements stipulated in the Minister of National Education Regulation Number 48 of 2009. The Study Assignment Decree (as stated in the regulation) must be obtained before the individual completes their studies. Any consequences resulting from the failure to process the Study Assignment Decree will be the responsibility of the lecturer concerned and the higher education institution that sent them.

For prospective lecturers, they must meet: (For the 2015 cohort, a decision from DIKTI is still pending, there is no clarity yet)

  • Not a CPNS/PNS (Civil Servant) and does not have a teaching certificate
  • Interested in becoming a lecturer
  • Bachelor's degree holder with a minimum GPA of 3.00 or Master's degree holder with a minimum GPA of 3.25 on a 4.00 scale
  • Have a minimum TOEFL score of 500 when declared accepted as a scholarship recipient
  • Have a working relationship or be willing to establish a working relationship with an MNC or local company.
  • Willing to undergo a work contract for one normal study period plus one year (n + 1).

 BPP DN Registration Procedures

  • Understand thoroughly and comply with all provisions listed in the BPPDN Guidebook for students;
  • Actively seeking information about Graduate Programs at the intended universities for further study, whether through the internet, direct visits to the intended universities, newspapers, or other media;
  • Consult with the leader at the place of work or the leader of the institution where the candidate will work, to get direction and approval;
  • Register yourself as a prospective recipient of the BPPDN at DIKTI online through the website http://beasiswa.dikti.go.id/bppdn;
  • Register to the intended Organizing Higher Education Institution by meeting the registration requirements. The list of Organizing Higher Education Institutions (Public/Private Universities) can be seen in the BPPDN Handbook.
  • Complying with and fulfilling all the requirements of the selection process organized by the intended Graduate Program Organizer;
  • Waiting for the determination of BPPDN recipients issued by the intended Organizing Postgraduate Program;

According to the PPs schedule. Destination Lecturers register at the intended PPs Organizer by meeting the required qualifications.
According to the PPs schedule. Destination Prospective students must undergo an academic selection process or admission test at the intended Postgraduate Program organizer.
May 30? June 7 The Sending Institution/Kopertis is obligated to determine the status of the names of Lecturers planned to receive BPPS allocated to the Sending Institution online via beasiswa.dikti.go.id/bpps no later than 6 days after the registration closes. If the status is not determined by the deadline, the allocation for the Sending Institution/Kopertis will be returned to Dikti for national allocation.
June 21 at the latest The Host Organizer Personnel sets the status of BPPS Applicants for Host Organizer BPPS and Sending PT/Kopertis allocations online through the beasiswa.dikti.go.id/bpps page.
The First Week of July The Directorate of Educators and Education Personnel (Diktendik) verifies the proposals for Implementing Postgraduate Programs (allocation for Implementing Postgraduate Programs and Sending Universities).
Second Monday of July The Directorate General of Higher Education (Ditjen Dikti) determines and conveys the determination results of BPPS Recipients to the Organizing Higher Education Institutions.
Third Week of July The Organizing Committee conveys the determination results to the BPPDN recipient and the leadership of the Sending PT/Kopertis.
Fourth week of July Contract Signing between the Director General of Higher Education and Higher Education Institutions Organizing BPPS.
August? September Process of replacing BPPDN recipients who resign or are unable to attend postgraduate education at the organizing postgraduate schools
October? November Monitoring and Evaluation of the Implementation of BPPDN
